Why Turkey is a Unique Opportunity
As part of its 2010 Scale Strategy, DOT is expanding its operations to focus on Southern and Eastern Europe and the Caucasus region. Acknowledging Turkey’s regional prominence, top-tier emerging market economy status and dynamic young population, DOT established a satellite office in Istanbul in 2005.
As the hub for expansion of DOT’s operations in the region, DOT Turkey will use a Connected Communities and Business model to develop an innovative, performance-driven approach to 21st century community economic development. This model empowers disadvantaged community members and small business by facilitating access to ICT services and providing ICT-enabled 21st century business and management training.
DOT Turkey will provide ICT-enabled entrepreneur and small business training, tailored to local needs, through two key programs:

ReachUp! : Mobilizing Community Entrepreneurs – aimed at developing the ICT and entrepreneurial skills of community members who are unemployed or underemployed, with a focus on youth and women

ScaleUp! : Empowering Micro and Small Enterprise (MSE) Growth – targeted at enhancing the ICT and management capacities of existing small businesses.
DOT Turkey will also employ two key programmatic elements:
- Strategic Partnership Linkages - DOT country teams will secure formal national, provincial and local strategic partnerships to maximize beneficiary linkages to the following resources: micro-credit, employment (public and private sector), ongoing access to ICT services, and Industry and Government programs (e.g., Industry Associations, business development services)
- Community Voices - DOT country teams will create country teams comprised of local stakeholders who are responsible for systematically determining needs across beneficiaries and bringing awareness and action to these needs at a local, national and global level.
Impact
DOT Turkey acts on an opportunity to bring Turkish people and technology together to build on Turkey’s fundamental assets – a young, well-educated population, a dynamic small business sector, and tremendous entrepreneurial spirit. This program contributes to the momentum of Turkey’s own national strategies to empower disadvantaged groups by building income-generation opportunities and to stimulate small business growth, workforce development and community economic development. The DOT Turkey Connected Communities and Business model will build a replicable program that engages community and national needs through partnerships.
In addition, DOT’s planned programming in Turkey offers a unique opportunity for Canadian companies to contribute to workforce and community economic development in Turkey – inspiring citizens and small businesses to learn how to create opportunities for themselves – to generate income, grow their business and implement community projects. In parallel, DOT’s track record in leveraging relationships at the community and national level can help to strategically position Canadian companies in the Turkish market.
What’s Next
DOT is currently in discussions with leading Canadian private sector companies and international organizations active or interested in the Turkish market to join the new DOT Turkey program as corporate stakeholders and sponsors.
Partnership for Connected Communities & Business in Turkey:
- DOT is seeking to mobilize a consortium of Canadian companies to sponsor the initial launch of our program in Turkey. This support will enable DOT to commence country set-up, set strategic direction for program and implement a pilot demonstration initiative(s).
- Canadian private sector support will leverage further funding from the Canadian and Turkish governments and international agencies.

IBM's Corporate Service Corps program
The IBM Corporate Service Corps is a corporate citizenship initiative, now in its second year. The program is a corporate version of the Peace Corps and provides small businesses, educational institutions and non-profit organizations with pro bono consulting and skills development to improve local conditions and foster job creation. The CSC program sends teams of IBM Leaders from around the world with skills in technology, consulting, research, marketing and finance to key emerging markets for 4 week assignments. The IBM Leaders work with local organizations and businesses on projects that intersect business, technology and society. The teams tackle real societal, educational and environmental challenges, while at the same time experiencing a diverse cultural perspective and enhancing their skills and leadership competencies.
"Our organizations share a common perspective on the pivotal role of technology as an enabler of economic and social development" says DOT's Istanbul-based VP of Operations, Jane Jamieson. "The first CSC team to Mersin, Turkey has demonstrated that not only does the program develop global leadership skills and cross-cultural experiences of IBM's CSC participants -- participating countries also benefit from leading edge IT and business experience of some of IBM's brightest employees: a true win-win scenario."
DOT, in partnership with the UNDP Turkey, State Planning Organization and Private Sector Volunteers Association, deployed 2 teams of 22 IBM Leaders to Turkey in 2009. The first and second deployments were located in Mersin, with the IBM team working on assignments with the Mersin Chamber of Commerce and Industry, Technoscope (Mersin Technology Development Zone), the Mersin Chamber of Shipping, the Regional Innovation Strategy and Mersin University and Innovation Centre. The first group of Leaders consisted of seven IBM Leaders from six different countries (China, India, Brazil, Australia, United States and Mexico) and completed their assignments in July 2009. The second team of 15 IBM Leaders completed their assignments in October 2009. There will be a total of three teams of the CSC program dispatched in Turkey in 2010, with Team 3 having arrived in March.
Since June 2009, the CSC program has achieved some significant media coverage in Turkey - in both English and Turkish Press.
